Prepare rust & pgrx
It is necessary to install rust and pgrx before building Rust extensions.

Install Rust
To build Rust extensions, you need to install rust
and pgrx

Install pgrx
, beware of version
cargo install --locked cargo-pgrx@${PGRX_VER-'0.11.3'}
